I think the entry of MVNOs can change the industry landscape as it shall give a new dimension of competitiveness beyond price. Telco experts in India believe so as the Indian regulator is about open license for MVNOs soon. You may read more about the case in India here.

Another change agent is to boost and accelerate more internet-based startups in UAE as this would push the boundaries further and shake the status quo. As a result, government be in favor to change polices and regulations to support local economy (represented by local startups who may struggle with current ecosystem limitations).
